Legislation Update - Furniture & Furnishings
October 22 2025From January 2025, the office for Product Safety and Standards announced changes to flammability requirements for domestic upholstered furniture supplied in the UK and introduced the Furniture and Furnishings (Fire) (Safety) (Amendment) Regulations 2025. These changes come into force as of 30 October 2025. Whilst the changes predominately impact manufacturers, distributor and retailers, landlords and managing agents need to ensure all furniture provided meets the regulations.
The key changes to the regulations include the removal of display labels, a longer enforcement window, and the exclusion of some children's products from the regulations.
While the regulations remain complex, it is crucial the documentation for all upholstered furniture, including second-hand items in rental properties are retained.
Key Changes to the Regulations
Display Labels Removed:
The requirement for display or swing labels on new upholstered furniture has been abolished, however there is still a requirement for a permanent label.
Longer Enforcement Window:
The time limit for enforcement authorities to take legal action against non-compliant sellers has increased from six to twelve months.
Baby and Children's Products:
Specific baby and children's products, such as carry cots and playpens, are now excluded from the regulations due to the reduced risk of these products not exposed to accidental ignition. A full list of excluding items can be seen here.
Despite the label change, furniture in rental properties must still meet the required fire resistance standards.
